Licensed jockey Martin Harley has been informed that he is required to attend a Disciplinary Panel hearing, on a date to be determined, to consider whether he is in breach of Rule (B)59.4 of the Rules of racing in that he failed to take all reasonable and permissible measures to ensure his horse, REBEL LIGHTNING (IRE), was run on its merits in the @totepoolracing win tickets on twitter handicap at Chelmsford City racecourse on 17 November 2016.
The potential breach was detected by the British Horseracing Authority (BHA)’s internal post-race review processes and subsequently reviewed by the BHA’s Disciplinary Officer.

1. The following stewards’ report was filed on the day of the race: “Martin Harley, the rider of REBEL LIGHTNING (IRE), unplaced, reported that the gelding was denied a clear run.”
2. A contravention of Rule (B)59.4 occurs when “the Stewards or the Authority consider that the Rider has failed to take all reasonable and permissible measures to ensure his horse is run on its merits.”
3. The potential penalty range for the rider is as follows:

Range: Suspend 7 – 21 days
