The Disciplinary Panel of the British Horseracing Authority (BHA) will hold an enquiry on 16 January 2013 to determine whether William Smyth and William Steele, registered owners, have acted in breach of the following Rules of Racing:
WILLIAM SMYTH
1. In relation to the first race in question, the 2.40pm The 32RedBet.com Classified Stakes (Class 6) (Div I) at Chepstow on 23 May 2012, the issue for inquiry is whether Mr Smyth acted in breach of Rule (E)92.2 in that he placed a lay bet against VALDAW with Betfair and/or received the whole or part of the proceeds of such an act at a time when he was the owner of the horse.
2. In relation to the second race in question, the 7.20pm The Diana’s 60th Birthday Handicap Stakes (Class 6) at Kempton on 15 September 2012, the issue for inquiry is whether Mr Smyth acted in breach of Rule (E)92.2 in that he placed a lay bet against VALDAW with Betfair and/or received the whole of part of the proceeds of such an act at a time when he was the owner of the horse.
3. Is Mr Smyth in breach of Rule (A)50.2 in that he failed to agree a time and place for an interview within the time specified when the request was made by BHA who considered an interview relevant to an investigation conducted under the Rules?

1. In relation to the first race in question, the 2.10pm Winterfold Conditional Jockeys’ Novices’ Handicap Hurdle at Worcester on 2 July 2008, the issue for inquiry is whether Mr Lloyd acted in breach of Rule (E) 92.2 in that he placed lay bets against ANOTHER NATIVE (IRE) with Betfair and/or received the whole or part of the proceeds of such an act at a time when he was the owner of the horse.
2. In relation to the second race in question, the 9.10pm Music Race Night Wednesday 16th July Handicap Hurdle (Class 4) at Worcester on 9 July 2008, the issue for inquiry is whether Mr Lloyd acted in breach of Rule (E) 92.2 in that he placed lay bets against ANOTHER NATIVE (IRE) with Betfair and/or received the whole or part of the proceeds of such an act at a time when he was the owner of the horse.
3. In relation to the same race in question, the 9.10pm Music Race Night Wednesday 16th July Handicap Hurdle (Class 4) at Worcester on 9 July 2008, the further issue for inquiry is whether Mr Lloyd acted in breach of Rule (E) 92.2 in that he placed lay bets against ROZNIC (FR) with Betfair and/or received the whole or part of the proceeds of such an act at a time when he was the owner of the horse.
4. In relation to the third race in question, the 5.05pm Grolsch Blond Novices’ Handicap Hurdle at Wincanton on 9 October 2008, the issue for inquiry is whether Mr Lloyd acted in breach of Rule (E) 92.2 in that he placed lay bets against ROZNIC (FR) with Betfair and/or received the whole or part of the proceeds of such an act at a time when he was the owner of the horse.
5. In relation to the fourth race in question, the 2.00pm ITPS Handicap Chase at Newcastle on 14 November 2008, the issue for inquiry is whether Mr Lloyd acted in breach of Rule (E) 92.2 in that he placed lay bets against ROZNIC (FR) with Betfair and/or received the whole or part of the proceeds of such an act at a time when he was the owner of the horse.
